Village 21

The project is aimed at the situation in Serbia which is characterized by several things:

“The system of Tesla’s ideas and views – his doctrine, has a strategic importance for development of personality and society as a whole. The example below shows the systematic thinking based on Tesla’s Doctrine can create a long-term sustainable and socially innovative product. Village 21 is the first in a series of such products to follow.’’

  1. Village is facing rapid degradation and intinction (according to data analysis by Prof. Dr. Miladin Ševarlić: Agricultural land in Serbia, Belgrade 2015); There are 4.600 villages in Serbia. 55% of people live in villages; It is estimated that in 20 years about 1200 villages will become abandoned or unsuitable for life;
  2. The original concept of Serbian village was created in the 19th century. The new concept was made in the 20th century after the Second World War. The redesigned idea of the village had two main points: villagers would start joining associations and the production would become mechanized. Yet, at the end of the 20th and the beginning of the 21st century, villages became exposed to accelerated devastation;
  3. Young people are moving away and have already quit villages, leaving behind elderly people (50 years and above);
  4. Serbia has about 1 million hectares of agricultural land managed by the state, out of which 425.000 hectares are rented by local governments. Almost 200.000 ha are not being rented for various reasons. The biggest gain from the lease of over 100 ha, has a relatively small number of inhabitants (less than 10%). There are so-called transitional winners: families that have managed to increase the size of their own property and the leasehold estate , during period of privatization in 2001-2012 to; The largest percentage of population in Serbian villages are the ones defeated by transition;
  5. Rural parts are deprived of higher quality education
  6. Low quality of social care and health care
  7. Low quality of infrastructure
  8. Low-level of motivation and morale (note: all the estimates I have given so far can be documented by verified analyzes and statistics)

The Village 21 is a conceptual solution to the problems villages have been facing at the beginning of the 21st century. This Project, aimed at true sustainability and development, has four main components: economic, environmental, social and cultural, or three components (if we observe through Tesla’s doctrine) – social, spiritual and moral. In the pilot version of the Project and after the implementation of the appropriate pre-feasibility study has been completed, it should be carried out as follows:

  • For the purpose of development, local government and the ministry in charge, should give out the land (up to 150 ha,) owned by the state, to the designated village of around 1.000 inhabitants.
  • Out of the total agricultural land area in question, ca.150 ha (the land does not necessarily need to be agricultural per se, it refers to the pilot project Village 21) up to 10% is used for urban planning, while the rest remains agricultural;
  • Modern estate (with appropriate WiFi infrastructure, solar collectors, prefabricated materials…) for 10-15 families is built on the land available for construction. The land is located in the vicinity of the old village, or at the very same spot it used to be. The modern estate has a central edifice for the integrated health care (Telemedicine), online schooling and a venue for meetings and other social interactions. There are two more important factors in the modern village – biomass cogeneration plant, with the processing capacity of about 500kW of electricity and 500kW of thermal power, and a highly productive greenhouse for hydroponic production of vegetables. The greenhouse should use the heat from the biogas plant for year-round production. It takes up around 1 ha of land;
  • The remaining 135 ha are used for production of silage biomass (corn, sorghum…). The idea is to organize harvesting twice a year, in order to produce raw materials for the annual production of the biogas plant (8.000 hours);
  • Young families with different educational and vocational skills move to modern villages. They are given the appropriate training with the aim of managing operations in the biogas plant and the greenhouse, successfully. Contracts that regulate their rights and obligations for property management need to be signed;

The families in the new village, i.e. the village 21, have the task to:

  • Manage operations in biogas plant and greenhouse;
  • Provide for themselves and invest extra in the development of the old part of the village;
  • Represent a critical intellectual mass that should enable the overall cultural development of the village;
  • Provide, encourage and fight for social and medical care; promote acquiring modern knowledge and skills;
  • Protect and preserve traditional knowledge and skills and encourage the development of tourism potential of the village;
  • Do other jobs in the fields of culture, education, economy…
  • According to rough calculation (for detailed planning, feasibility study needs to be carried out), 3.5 million € investment is needed for this project:
  • 500.000 € for the study, training and other expenses;
  • 500.000 € for construction works;
  • 2.000.000 € for the biogas plant;
  • 500.000 € for the greenhouse;

The project would be funded in the following way:

  • 500.000 € in grants from € funds, with a participation of the state of Serbia of 15% for feasibility study, training…;
  • The remaining 3.000.000 € would go through project funding, providing 20% ​​of equity or 600.000 € from non-refundable funds, of which 15% is provided by the state of Serbia; For the remaining funds (2.4 million) a loan (with at least 2 years grace period and with interest rates not exceeding 2 to 3% per annum) would be taken out;
  • By selling green energy (500kW x 8000h = 4,000,000 MWh x 15 euro cents), about 600.000 € can be raised, while the sale of the annual vegetable production (tomatoes, peppers, cornices …) can bring 400.000 € in revenue.
  • Total revenue of 1 million € should be sufficient to provide loan repayments, salaries for employees and the investments for development;
  • If this pilot turns out to be successful, the idea will first be implemented in a hundred villages in Serbia, and then in the second round, in a thousand;
  • In the final phase, the new village will be functioning as the 21th-century settlement, with complete integration and interaction on the economic and cultural level. The old village would become a 19th or 20th century legacy;

Note: Although completely innovative for Serbia, but not for developed countries like Germany or Austria, this project has a universally innovative component related to the development of rural culture and education. A component that is not incorporated even in the developed countries. It has been developed based on the formula: “support for skills development + support for personality development”.

Nikola Tesla and his doctrine were the inspiration for the project’s concept.
